In 2024, cities across the country widely regarded urban renewal as a comprehensive and systematic strategic action to promote high-quality urban development, continuously innovating and improving the working mechanisms, policy frameworks, and implementation models for urban renewal. Over 60,000 urban renewal projects were implemented, with an investment of approximately 2.9 trillion yuan, and comprehensive results gradually became apparent.
Firstly, a work organization mechanism featuring government coordination, inter-departmental collaboration, and supervision and assessment was established. More than 410 cities set up urban renewal leading groups, with main leaders serving as group leaders to strengthen government coordination. Twenty-one cities established urban renewal bureaus for regular and dedicated management. Twelve provinces established provincial supervision mechanisms, and seven provinces included urban renewal in their provincial government performance evaluations. Ten provinces carried out pilot projects on urban renewal at different levels.
Secondly, an institutional and policy framework for urban renewal was constructed. One province and nine cities issued urban renewal regulations, 92 cities issued management measures, and 150 cities issued guiding documents, gradually clarifying the objectives, paths, and procedures for urban renewal. Over 1,000 supporting policies related to land, planning, finance and taxation, and finance were introduced across the country, along with more than 260 technical standards and operational guidelines, enhancing the precision of supporting policies.

Thirdly, an integrated promotion mechanism for urban health checks and urban renewal was established. All 297 prefecture-level and above cities conducted comprehensive urban health checks, identifying urban shortcomings and determining key tasks for urban renewal. Over 310 cities formulated special plans for urban renewal, generally forming an implementation system of “urban renewal planning – unit (district) planning – project implementation plan,” with some cities strengthening fine-grained urban design guidance. Sixteen provinces established urban renewal project databases to enhance project planning, regular reserve management, and dynamic adjustments. Procedures for construction project approval and management were continuously optimized across the regions.
