The real estate policy statements in the government work reports of provincial-level local people’s congresses and political consultative conferences in 2025 have attracted considerable attention. Based on the government work reports released by all 31 provinces in China, “halting the decline and stabilizing the market” has emerged as a keyword for real estate work this year. According to a review by Securities Times reporters, multiple provinces, including Beijing, Guangdong, Fujian, Shandong, Anhui, Hainan, and Inner Mongolia, have explicitly proposed to optimize real estate policies. Industry insiders believe that the statements on real estate policies in various provinces fully demonstrate the determination to continuously strive for stabilizing the real estate market and halting its decline this year.

According to statistics from the Shanghai E-house Real Estate Research Institute, as of the end of January 2025, all 31 provinces in China have held local people’s congresses and political consultative conferences and released government work reports. Among them, at least 14 provinces, including Guangdong, Zhejiang, and Fujian, have explicitly proposed the goal of promoting the real estate market to halt its decline and stabilize. Additionally, some provinces have slightly different wordings; for example, Liaoning Province aims to promote the stabilization and recovery of the real estate market, while Tibet aims to promote a halt to the decline and a resurgence in the real estate market. “The different wordings are related to the differing situations of the real estate markets in various provinces,” said Yan Yuejin, Deputy Director of the Shanghai E-house Real Estate Research Institute.
