Nvidia and AMD have agreed to remit 15% of their revenues to the US government in exchange for export licenses

2025-08-12

according to the Financial Times, in order to obtain a chip export license, US chip manufacturers Nvidia and AMD reached a special agreement with the Trump administration, and the two companies agreed to hand over 15% of the chip revenue specially provided to China to the US government in exchange for an export license for related products.

According to the Financial Times, according to a U.S. official who did not want to be named, according to the agreement, Nvidia will hand over 15% of its H20 chip sales revenue in China, and AMD also agreed to hand over the same proportion of sales revenue of MI308 chips. A person familiar with the matter, including a U.S. official, told the newspaper that the two companies agreed to the above financial arrangements to obtain an export license granted by the U.S. government. People familiar with the matter said the Trump administration has not yet decided how to use the funds.

It is reported that the U.S. Department of Commerce has begun issuing export licenses for the Chinese market to the above-mentioned companies.

In response, Nvidia responded that we abide by the rules set by the U.S. government for our participation in global markets and will continue to serve as many customers as possible within the scope of the rules. AMD has not yet responded.

The Financial Times reported that this kind of practice of asking companies for part of their income to exchange for export licenses is unprecedented. Export control experts say that while the U.S. government has never had such an arrangement before, it is in line with the Trump administration’s model where the president requires businesses to take specific measures, such as investing in the U.S. in exchange for tariff exemptions, to achieve what he calls the goal of bringing jobs and fiscal revenue to the U.S.
