Recently, multiple departments in Shanghai jointly issued the “Several Measures of Shanghai on Linking the Yangtze River Delta to Accelerate the Construction of an Advanced Manufacturing Cluster for the Low-Altitude Economy”, clarifying that by 2028, the scale of Shanghai’s low-altitude economy core industry will reach about 80 billion yuan, forming a complete industrial chain system for low-altitude new aircraft and building the “World eVTOL Capital”.
According to the plan, Shanghai will focus on cultivating and attracting 10 leading whole-machine enterprises such as eVTOL and industrial drones, forming a mass production capacity of more than 500 new aircraft, and driving more than 20 billion yuan of new investment in the industrial chain. At the same time, it will strengthen regional coordination in the Yangtze River Delta, promote the construction of a national-level intermediate test and certification platform for low-altitude new aircraft, and focus on expanding application scenarios such as low-altitude intelligent logistics and public governance.
Industry analysts believe that currently about 30 provinces and cities have included the low-altitude economy in their 15th Five-Year Plan proposals. The focus of national strategies combined with local policy efforts has made the trend of large-scale development of the low-altitude economy industrial chain increasingly clear. With advantages in R&D and manufacturing, and open innovation, Shanghai is expected to become a comprehensive demonstration and leading area for the low-altitude economy industry. Southwest Securities pointed out that industrial chain links such as power systems, air traffic control radars, and whole-machine manufacturing will directly benefit, and related leading enterprises will usher in development opportunities.
