Third, algorithmic strategies designed to stage layered short-selling pressure and pulsed sharp price pumping are completely prohibited to prevent extreme abnormal stock volatility. Fourth, all quantitative trading institutions are required to fully retain complete algorithm source codes and historical transaction logs for five years for regulatory inspection. Fifth, a tiered penalty system is implemented: violating quantitative firms face restricted trading access and increased margin ratio requirements, while severe violations result in permanent suspension of trading accounts.
Securities regulators issued a supplementary interpretation clarifying that the new rules do not intend to restrict normal quantitative investment, but only standardize disorderly ultra-high-frequency speculative behaviors, guiding quantitative institutional capital to carry out long-term value trading based on corporate fundamental performance data. Capital market strategists predicted that the trading activity of short-term high-frequency quantitative funds will decline temporarily, narrowing intraday market price volatility.
