China Revises Housing Provident Fund Regulations, Allowing Fund Withdrawals for Property Fees and Home Renovation

2026-08-19

On August 18, the State Council of China officially released the revised Regulations on Housing Provident Fund, which will formally take effect on September 20. This marks one of the most significant overhauls of the housing provident fund system over more than two decades, aiming to expand fund usage scenarios, enlarge population coverage, simplify handling procedures and strengthen capital risk prevention.

In the past, withdrawals from the housing provident fund were mostly limited to house purchase, rental housing and mortgage repayment. Employees could not use their provident‑fund savings to cover property management fees or home renovation costs. Under the updated regulation, eligible contributors are permitted to withdraw funds from their personal accounts to pay residential property fees and renovate self‑occupied housing, effectively easing household cash outlays related to housing. Besides, flexible workers are allowed to participate voluntarily in the provident‑fund system, removing the historical restriction that limited participation to staff of enterprises and public institutions.

Economists point out that the reform adapts the housing provident fund mechanism to the new development stage of China’s real‑estate sector. Instead of merely supporting house purchasing through loans, the policy focuses on covering residents’ full‑cycle housing consumption demands. It helps reduce living expenses for ordinary households and unlock household consumption potential. Meanwhile, massive accumulated provident‑fund deposits can be better circulated in the market, boosting the recovery of housing‑related consumption such as home decoration and property services.

The adjustment carries broad‑ranging practical implications. For ordinary working families, it improves capital liquidity and lessens daily living burdens. For related industries including home improvement and property management, expanded fund‑supported consumption will bring stable market demand. Regulators also added stricter risk‑control clauses in the new version to prevent illegal fund extraction and guarantee the safety of public housing‑security capital. Moving forward, local governments will roll out supporting implementation rules to make sure these new measures can be smoothly delivered to all eligible contributors across the country.
