China Central Depository & Clearing Cuts Bond‑service Fees, Waives Panda‑Bond Registration Charges to Lower Market Financing Costs

2026-08-26

On August 26, China Central Depository & Clearing Co., Ltd. announced a new round of preferential fee policies for bond‑market services, effective from September 1, 2026 through December 31, 2028. The policy fully waives issuance‑registration service fees for Panda bonds, which are RMB‑denominated bonds issued by overseas entities in China’s inter‑bank bond market. It applies a 5‑percent discount to interest‑payment and redemption service fees for outstanding inter‑bank bonds. Service fees for interest‑payment and redemption of sci‑tech‑innovation bonds and Panda bonds are fully exempted. These measures directly cut financing costs for various bond‑issuing entities

Panda bonds represent a key instrument for Renminbi internationalisation. Waiving registration fees reduces institutional‑cost barriers for overseas sovereign bodies and multinational corporations issuing RMB bonds inside China. Fee exemptions for sci‑tech‑innovation bonds further support direct financing for technology enterprises and help them secure medium‑and‑long‑term capital via bond markets.

Market institutions comment that these fee‑reduction measures improve the business environment of China’s inter‑bank bond market, enhance market attractiveness and expand direct‑financing channels for enterprises. The inter‑bank bond market is a vital funding channel for domestic firms. Even though individual service‑fee reductions are modest, they can steadily improve cost expectations for market participants.

Analysts also note that bond‑issuance costs are shaped more by prevailing market‑interest‑rate levels than registration‑service charges. Fee cuts are supportive auxiliary policies. Further declines in real‑economy financing costs still require support from monetary‑policy settings and market‑liquidity conditions. Markets will track future issuance volumes of Panda bonds from overseas entities and whether sci‑tech‑innovation bond issuance receives meaningful boosts.
