MIIT Releases 14th Five‑Year Plan for New‑type Industrialization, Focusing on Six Emerging Pillar Industries

2026-08-27

On August 27, China’s Ministry of Industry and Information Technology held a press conference to unveil key directions for the 14th Five‑Year Plan for new‑type industrialization. It identified six core emerging pillar industries: integrated circuits, aerospace, biomedicine, low‑altitude economy, new‑energy energy‑storage systems and intelligent robots. Meanwhile, forward‑looking deployment covers future‑oriented sectors including quantum technology, brain‑computer interfaces, 6G communications and nuclear‑fusion energy. The plan prioritizes tackling bottleneck core technologies and improving the advanced‑manufacturing system.

The blueprint calls for expanded construction of computing‑power infrastructure and next‑generation communication networks. It aims to curb cut‑throat internal competition within industries, improve market‑oriented, law‑based and international‑level business environments, and nurture high‑quality specialized and sophisticated enterprises. The policy balances technological breakthroughs and industrial‑scene implementation. It encourages research institutions to overcome key technical hurdles while guiding upstream‑and‑downstream industrial‑chain collaboration to turn innovations into real production capacity.

Industry institutions point out that these six pillar industries will serve as core growth drivers for China’s manufacturing sector over the next five years. They will unlock rising demand for upstream equipment, raw materials and supporting software. In capital markets, sectors including semiconductors, energy storage, robotics and low‑altitude economy have attracted heightened investor attention. Nevertheless, analysts warn that emerging industries feature long R&D cycles and rapid technical iteration. Policy support does not automatically translate into immediate corporate earnings, and investors should avoid excessive speculative trading.

Local governments will roll out regional supporting implementation rules in the coming period. Market participants will closely track real‑world indicators such as project launch, corporate R&D spending and new‑capacity expansion to gauge tangible implementation outcomes of this industrial strategy.
