New Consumption‑Tax Rules for Lithium‑Batteries Take Effect; 2% Tax Rate Applied, Rising to 4% in 2027

2026-09-01

On September 1, new consumption‑tax regulations for batteries jointly issued by China’s Ministry of Finance, General Administration of Customs and State Taxation Administration officially came into force. Lithium‑primary‑batteries, lithium‑ion‑storage‑batteries and vanadium‑flow‑batteries are subject to a 2‑percent consumption tax, which will increase to 4 % starting September 1, 2027. Targeting energy‑storage and power‑battery products, this policy aims to adjust industrial profit margins and guide high‑quality industrial development.

After rule implementation, lithium‑battery‑chain enterprises face new cost pressures. Battery‑manufacturers and energy‑storage‑equipment producers need to absorb additional tax burdens, with partial costs potentially passed on to downstream buyers. Industry analysts interpret that the consumption‑tax levy is not merely a cost‑raising measure. It is designed to curb disorderly expansion of low‑end production capacity, push enterprises to boost R&D investment and drive industrial‑upgrade toward higher‑value‑added segments.

The lithium‑battery sector has gone through fierce price competition recently. Many small‑and‑medium‑sized enterprises are suffering squeezed profit margins. The new tax will further compress survival space for low‑margin players and accelerate industry consolidation. Meanwhile, the policy may create upward pressure on end‑consumer prices for energy‑storage and new‑energy‑vehicle products.

Analysts note that consumption‑tax is an industrial‑adjustment tool and will not alter long‑term growth logic for the new‑energy‑sector. Markets will keep monitoring battery‑makers’ cost‑pass‑through capacity, price shifts for downstream energy‑storage and new‑energy‑vehicle goods, and industry‑capacity‑clearing progress.
