China’s Major Plan: Service Industry Targets RMB 100-Trillion by 2030 (AI & 6G Boom)

2026-04-23
On April 23, China’s State Council issued a key opinion on upgrading and expanding the service industry, triggering widespread market attention. The official document sets a clear goal of lifting the total scale of the service industry to 100 trillion yuan by 2030, and clarifies key layouts for digital economy and cutting-edge technology sectors.
The country will further advance the “AI Plus” strategy, support the research and development of intelligent tools, and accelerate the large-scale application of AI large models and intelligent agents. Meanwhile, it will speed up the iteration of 5G-A and breakthrough progress in 6G core technologies, and boost the construction of satellite internet systems. Driven by strong policy support, computing power, optical communication and aerospace sectors will usher in steady growth.
In terms of opening-up, China will expand pilot opening in biotech, value-added telecommunications and medical services, and optimize the negative list for cross-border service trade to attract global capital. As an important pillar of domestic economic growth, the expanded and upgraded service industry will also drive integrated development of manufacturing and high-end industries. On the A-share market, tech-related concepts have risen steadily, becoming the core hot spot of current capital market investment.
