Starting from May 1, 2026, China has officially implemented a comprehensive zero-tariff policy on goods imported from 53 African countries with which it has diplomatic relations. The policy is valid until April 30, 2028, and the supporting rules of origin have also been officially implemented. This zero-tariff policy covers a wide range, including 20 non-least developed African countries and 33 least developed African countries, involving multiple core categories such as agricultural products, mineral resources and light industrial products. According to the requirements of the General Administration of Customs, the regional value content of African goods imported into China enjoying zero-tariff treatment shall not be less than 40%, and enterprises shall declare in accordance with regulations and provide special certificates of origin. The implementation of this policy can not only significantly reduce the procurement costs of domestic import enterprises and enrich the domestic market supply, but also enhance the competitiveness of China’s light industry, machinery, electronics and other products exported to Africa, promoting the two-way expansion of China-Africa trade. Market analysis predicts that the China-Africa trade volume will achieve an average annual growth of more than 15% in the next two years, providing strong support for the high-quality development of China’s foreign trade.
